The NSW hot water discount, explained properly
New South Wales does not ban gas hot water the way Victoria does. Instead it pays you to switch, through an upfront discount on your installer quote. The amounts are smaller than most advertising suggests, and the biggest ones are only available in certain postcodes, for a limited time. Here is what the government actually publishes.

Two things almost everyone gets wrong
1. It is not a rebate. Nothing is paid to you.
The incentive is an upfront discount applied to your quote. Your installer claims the certificates and passes the value through as a reduction in the price you pay. You never lodge a claim and you never receive a cheque. If a quote does not show the discount as a line item, ask where it went.
2. Replacing gas gets you about half as much as replacing electric.
Up to $640 for an old electric water heater, up to $330 for a gas one. It reads backwards, but the scheme pays for measured energy savings, and swapping a resistive electric tank for a heat pump saves more electricity than swapping gas does. Advertising that quotes one large combined number rarely tells you which case you are in.
The larger discount, and why it is probably not available in Sydney
For a limited time, home owners in listed postcodes can access larger discounts under the NSW Government Safeguard Acceleration Program. The listed postcodes cover the Hunter, Newcastle, the Central Coast and the Illawarra. Sydney metropolitan postcodes are not on the list. The offer runs until June 2027, or until funding is exhausted.

Only four providers can deliver the larger discount
These businesses are contracted with the NSW Government to offer the higher heat pump discounts in the listed postcodes:

An ordinary local installer can still give you the standard incentive and the federal certificates. Only these accredited certificate providers can deliver the larger acceleration discount.
The one mistake that voids your discount
Sign the nomination form before you pay and before work begins.
Your installer must give you a nomination form to sign, plus a quote showing the work, the discount and the total cost. The form has to be completed before you make any payment and before installation starts. If the work is already done, you cannot receive the discount. This catches people whose hot water system has already failed and who authorise an emergency replacement on the spot.
Licensed trades only
A licensed plumber and, where needed, a licensed electrician must do the work for it to be eligible. You can check a licence on the Service NSW website.
On the CER register
Only heat pump water heaters on the Clean Energy Regulator register attract Australian and NSW Government incentives. Ask your installer which models qualify.
Five year warranty
NSW guidance says the warranty period should be a minimum of five years. Confirm it covers the heat pump unit, the tank and the other manufacturer components.

Ranges are the NSW Government figures. Your own numbers depend on tank size, household hot water use, your tariff and whether you have solar. A quote is the only way to know your actual installed price, and prices vary between installers for identical systems.
Questions people actually ask
How much is the NSW heat pump hot water discount?
Under the NSW Government hot water upgrade incentive you can get up to $640 for replacing an old electric water heater with an air source heat pump water heater, or up to $330 for replacing a gas water heater. Larger discounts are available for a limited time in listed postcodes under the Safeguard Acceleration Program. Federal small-scale technology certificates are separate and stack on top.
Is it a rebate I claim back later?
No. It is an upfront discount that appears on your installer quote and reduces what you pay. You never handle a claim, and no money is paid to you afterwards. This is the most common misunderstanding, because the word rebate implies a refund.
Does New South Wales ban gas hot water like Victoria does?
No. Victoria requires gas hot water systems in existing homes to be replaced with efficient electric alternatives at end of life from 1 March 2027. New South Wales has no equivalent mandate. In New South Wales the switch is encouraged with discounts rather than required by regulation.
Which postcodes get the larger discount?
The larger Safeguard Acceleration Program discounts apply in listed postcodes across the Hunter, Newcastle, Central Coast and Illawarra. Sydney metropolitan postcodes are not on the list. The offer runs until June 2027 or until funding is exhausted, whichever comes first.
What do I need to do before installation to keep the discount?
Sign your installer nomination form before you pay anything and before any work begins. If the installation is already complete you cannot receive the discount. Your installer must also be licensed, and the system must be on the Clean Energy Regulator register to be eligible.
Can renters get the discount?
The incentive is directed at home owners installing or replacing hot water systems. Renters should speak to their landlord or managing agent, since the person who owns the system is the one who arranges the replacement. Check the current position on the energy.nsw.gov.au page linked below.
